Abstract ◊ This is a report presented at the 9th International Scientific Conference “Higher Education for the 21st Century” that took place at Moscow University for the Humanities on 15–17 November, 2012. The contributor analyzes the problems of the organization of contemporary Russian education, in particular the Law of the Russian Federation “On Education” and the efficiency monitoring of the higher education institutions of the Ministry of Education and Science of the RF.
