Ilinskiy I. M. Upbringing in Respect and Love

Abstract ♦ The paper is the speech of the rector of Moscow University for the Humanities professor Igor M. Ilinskiy delivered at the first session of the section “Education” of the Expert Council of the parliamentary party Spravedlivaya Rossiya (A Just Russia) of the State Duma of the Russian Federation on February 7, 2014.

The speech presents a viewpoint in relation to giving the concept “upbringing” (“vospitanie”) the meaning of a law term in the legislation on education. This issue was topical in the discussions about the draft of the Federal Law “On Education in the Russian Federation”, but it was not adequately tackled in the enacted text of the law. According to the author’s estimates, as a result of this the “law on education” became a “law on training”. I. M. Ilinskiy presented his point of view to the President of the Russian Federation, Vladimir V. Putin, during their talk on December 17, 2012 at the meeting of the representatives of the President of Russia. The content of this talk can be found in this speech. The author considers it necessary to return to this question in the process of the preparation of amendments and attachments to the approved Federal Law “On Education in the Russian Federation”. With a view to the issue of upbringing, the author raises a fundamental problem —viz. the lack of a united ideology in Russia. Activity is impossible without aims, and aims are elaborated on the basis of ideology. Purposive upbringing cannot exist without a united ideology.
